CONSERVATION LEADERSHIP
A lawmaker's voting record tells one part of the story, but factors such as leadership in committee, willingness to bring stakeholders together, and ability to block weakening amendments are all instrumental in passing strong conservation policy. In 2007 we saw leadership from both chambers, both parties and the governor's office. We wanted to recognize some of these individuals in the 2007 scorecard.

Joan Fitz-Gerald displayed her exceptional leadership ability from her first term as a Colorado state senator. Her work garnered recognition by her peers when she was elected as minority leader of the state senate. She then led the senate Democratic caucus and was elected as the first female President of the state senate. Coupled with her leadership roles, Joan has proven to be adept in legislative action. She helped broker deals to get Ref. C to the voters (ballot initiative for a temporary reprieve from TABOR), sponsored SB 100 (promotes renewable energy by utilities), and sponsored SB 97 (increased funding for health care in Colorado). Joan Fitz-Gerald was the prime sponsor on many other senate bills, as evidenced by this list of those bills by year:

Legislature Wraps Up Most Pro-Environment Session in Colorado History
According to the Colorado Environmental Report "The 2007 legislative session will go down as the most pro-environment in Colorado history!" Senator Fitz-Gerald sponsored three major clean energy bills including HB 1037, SB 100, and SB 246 which are highlighted, along with the other pro-environment legislation, in the Colorado Environmental Report legislative wrap up.
